No nursing homes, with money and buildings available

There is enough money but not enough beds! Romania's elderly wither away waiting, on long lists, for a place in retirement homes. Meanwhile, only one third of the hospitals shut down in 2011 have turned into accommodation for older people. Yet, after more than four years, the Labour Ministry still has money available for this program, which has been extended for another two years, in order to spend the rest of 45 million lei. Local townhalls must chip in too. But Mayors complain they don't have enough money to turn old hospitals into nursing homes.
